If you want bigger claves, then you need to stop using momentum during your calf raises. When you spring up from the bottom, you shift the work to your Achilles tendon, which limits the work done by your calves. Instead, pause at the bottom and at the top for 1-2 seconds each, so you can really feel the stretch and contraction in your calves.
